The county seat is Hilo. There are no incorporated cities in Hawaii County. The county consists of the Island of Hawaii and all other islands within 3 nautical miles of its shores, and the adjacent waters thereto. Since 2004, the election by the voters has been on a nonpartisan basis. Legislative authority is vested in a nine-member County Council. Each member represents a geographical region of the island, which closely correlates to one of the nine tax map districts of the county. Members of the County Council are elected on a nonpartisan basis to two-year terms. Hawaii County has what is called a “strong-mayor” form of mayor–council government. In the strong-mayor form, the elected mayor has almost total administrative authority and a wide range of political independence, with the power to appoint and dismiss department chiefs without council approval and little or no public input. In this system, the mayor prepares and administers the county budget, although that budget must be approved by the council.
