KAILUA-KONA — One
person is dead and two hospitalized
after a three-vehicle
crash Saturday afternoon on
Highway 190 in North Kona.
The collision, reported
at 3:44 p.m. between mile
markers 16 and 17, north
of Puuanahulu, involved a
passenger vehicle, pickup
truck and Hawaii Gas tanker
truck containing 2,400 gallons
of propane, according to
the Hawaii Fire Department.
According to fire officials,
the driver of the passenger
vehicle was pinned inside
and had to be extricated by
firefighters with rescue tools
before being transported to
North Hawaii Community
Hospital. Two other passengers
in the car were also taken
to the hospital.
The drivers of the pickup
and propane trucks were
treated at the scene and
released.
Propane from the damaged
tanker was safely transferred
to a second truck. The crash
prompted the closure of the
highway in both directions
for into early Sunday.
Fire officials said the crash
may have been weather-related,
although no further
details were immediately
available.
HILO — Fee increases and rule
changes are being proposed for
many uses of state small boat harbors
and facilities.
The Division of Boating and
Ocean Recreation is seeking
approval from the state Land Board
this Friday in Honolulu to initiate
the rule-making process and hold
public hearings on its proposal. A
staff submittal says notices were
sent to affected parties starting a
year ago, and that fee increases are
“long overdue.”
The fee and rule changes include:
— Increasing fee for use of state
boat launching ramps for recreational
or fishing purposes from
$40 a year to $75 a year.
— Increasing monthly dry storage
rates to $3 per foot of vessel or
trailer length, whichever is greater.
Fee is currently $1.15 per foot for
paved areas, and $1 for unpaved
areas. Vessels stored for less than
16 calendar days would be charged
a reduced rate of 50 percent, with a
minimum charge of $50. No charge

KEALAKEKUA — Sentencing has
been postponed for a South Kona doctor
who earlier this year pleaded guilty
to prescription fraud.
Dr. Clifton Arrington appeared Sept.
21 before 3rd Circuit Court Judge
Melvin Fujino where his defense counsel,
Richard H.S. Sing, requested his
client’s sentencing be delayed from Oct.
23 to January 2019. According to Sing’s
motion, Arrington was requesting the
continuance so he could have more time
to arrange for the transfer of his medical
practice to another physician and/
or arrange for the transfer of his active
patients to another physician, or both.
“Defendant is not trying to sell his
practice but trying to find a way to
transfer hundreds of patients to other
physician(s),” Sing’s motion states.
Arrington has been practicing medicine
in Kealakekua for
more than 35 years. He
specializes in anti-aging
medicine and is
licensed and registered
by the Department of
Public Safety as a person
who is able to distribute,
dispense or conduct
research with respect to
a controlled substance.
“Defendant is concerned that immediately
after sentencing, his license to
practice medicine will be in immediate
jeopardy, and he will not be able to transition
his practice to another without
impacting his patients. Defendant is
doing what he can now to resolve this
problem,” the motion indicates.
The prosecution filed a motion in
opposition to Sing’s request for a continuance.
Deputy Prosecutor Kate
Deleon stated the defendant was aware
of the consequences regarding his medical
license when he changed his plea
in March.
“There has been no change in circumstances
since the defendant changed
his plea that warrant a continuance,”
Deleon’s motion states.
According to Sing’s motion, most of
Arrington’s practice serves those who
qualify for and utilize Medicare and
Medicaid.
