Commission
issued KLA a
new “notice of
prospect of revocation,”
the first
step in revoking
its charter.
The commission
first put KLA on notice
for revocation in November
after problems found in KLA’s
fiscal year 2017 audit were
alleged to potentially have
violated provisions
of its
charter contract.
Those problems
included
failing to follow
standard
accounting
practices, a lack of separation
of duties in school financial
procedures and noncompliance
with Department of
Labor laws and regulations.
The commission also
voted at that time to withhold
state funding to KLA,
excluding money for necessary
operations.
Commission Chairwoman
Catherine Payne said the
new notice was issued to
add “a number of things that
came up that we felt were
critical … to address.”

‘Alala ‘becoming more proficient’ at
natural behaviors 6 months after release
By TOM CALLIS
Hawaii Tribune-Herald
About six months
after their release,
researchers are finding
11 young ‘alala are coming
out of their shells.
Audio recordings and
observations made in the
Pu‘u Maka‘ala Natural
Area Reserve show the
juveniles — introduced
into the forest through
a captive breeding
program — expanding
their vocabulary
and showing increased
natural behaviors.
Those are good signs
that they are adapting

HVO: Pressure builds
under Pu‘u ‘O‘o vent
By TOM CALLIS
Hawaii Tribune-Herald
Geologists say a
new vent could open at
the Pu‘u ‘O‘o cone or
along adjacent areas of
Kilauea’s East Rift Zone
as pressure continues
to build underneath.
The Hawaiian
Volcano Observatory
issued a notice Tuesday
that there has been pronounced
inflation of the
cone since mid-March,
which suggests a buildup
of magma at shallow
depths. Recent webcam
images detected uplift
on the Pu‘u ‘O‘o crater
floor of several yards.

If each man, woman and child living
on the Big Island dug into a pocket
and handed over his or her share of
the cost of operating county government,
that amount would be $2,449.
Those on the receiving
end call it the per capita
operating budget,
while those on the
giving end might
call it the local tax
burden. It’s computed
by dividing the total
operating budget by
the number of residents.
Whatever you call it, the public’s
share of government in Hawaii County
is the lowest in the state, administrators
told the County Council on Tuesday,
as they kicked off three days of department
by-department budget reviews
for the fiscal year that starts July 1.
